UNIQUE LOGISTICS INTERNATIONAL (ATL) INC.
PRODEDURES AND GUIDELINES FOR
C-TPAT
Unique Logistics International (ATL) LLC. is committed to the US Customs initiative,
Customs-Trade Partnership Against Terrorism (C-TPAT), for cooperative
relationships that strengthen overall supply chain and border security.
As such, Unique Logistics International (ATL) LLC. has instated the following procedures
and guidelines to provide the highest level of security within the supply
chain.
• Security Program:
1. Facility Security – We are located
inside a building that has other forwarders and brokers housed within
the same structure. The building
has a 24 hour video monitor at the front entrance. The front entrance
is open from 7:00 am – 7:00 pm, Monday-Friday. An electronic
key is required to access the building at any other time. These keys
are
limited to our management staff for access outside the above hours.
Additionally, we have two interior doors from the main building entrance
to our offices.
The secondary door is required to be closed at all times.
2. Theft Prevention – As outlined in our employee handbook, “Employees
are prohibited from attempting to obtain confidential information for
which they have not received access authorization. Employees who violate
this policy will be subject to disciplinary action (including possible
discharge) and legal action…” All accounting records are
maintained in a stand-alone office with a door lock.
3. Shipping and Receiving Controls – Unique Logistics International (ATL) LLC. does not have a warehouse sector. We utilized US Customs authorized Bonded
Warehouses to receive our cargo and release our cargo. Unique Logistics International (ATL) LLC. provides the warehouse with a detailed manifest prior
to the arrival of the cargo at their facility. The warehouses are required
to provide us with OS & D reports on each shipment that arrives
at their facility after the cargo has been unloaded and the manifest
is
checked against the actual shipment.
4. Information Security Controls – Unique Logistics International (ATL) LLC. has instituted policies whereas the employees are restricted from the
use of Unique Logistics International (ATL) LLC. computers to access, send, or
receive unlawful materials; or duplicate illegal use of software. Our
database is monitored and maintained by Performance IT, an Atlanta
based information technology company, to ensure these policies are
met. All
computers are password protected and employees are required to shut
down their computers prior to leaving the office.
5. Internal Controls – Standard Operating Procedures are in place
for all departments. Upon notification of a problem relating to our
service, the employee is required to immediately bring it to the attention
of
his/her supervisor. The supervisor is required to resolve and/or make
all attempts to resolve the problem within the time frame allowed by
the Government Agency affected; the customer and/or shipper; or the
vendor involved in the infraction.
• Personnel Security:
1. Pre-employment Screening & Periodic
Background Reviews – All
new employees are required to have a background check. Employees hired
for the brokerage department are screened in accordance with Title
19 CFR, Part 111.
2. Employee Training on Security Awareness and Procedures – Employees
are encouraged to use the Customs Web site, as well as other sites
we have established, to continue their educational process regarding
Rules,
Regulations and Initiative Programs set by the various governments
that govern our business. Weekly and monthly meetings are held by the
departments
to ensure on going training is achieved in all areas of our business
realm.
3. Internal Codes of Conduct – Employees are obligated to conduct
business within guidelines that prohibit conflicts of interest; are
required to maintain confidentiality for all transactions; and are
not allow to
remove such confidential documents from the premises. Transactions
with outside firms are conducted within a framework established and
controlled
by the executive level.
4. Internal Controls – Unique Logistics International (ATL) LLC. has adopted
a Zero Tolerance Policy prohibiting workplace violence, including acts
or threats, harassment and/or coercion. Employees are expected to obey
safety rules, exercise caution and report any suspected unsafe conditions
or suspicious persons to the supervisor immediately.
• Service
Provider Requirements:
1. Written Standards for Service Providers’ Physical
Plant Security – These
guidelines are contained within our Employee Procedure and Policy Manual
and obligate Unique Logistics International (ATL) LLC. and it’s employees
to assure orderly operations and provide the best possible work environment.
All employees are expected to follow rules of conduct that will protect
and safeguard all the interest and staff of Unique Logistics International (ATL) LLC.
2. Quality Controls on Production Process to Ensure System Integrity – Unique Logistics International (ATL) LLC. must, and does, maintain all systems to
inspect and review any and all data recorded in the systems. Back up
tapes are
created daily and are stored in a secure fire-proof safe.
3. Financial Assessment Process to Determine Service Provider’s
Fiscal Soundness and Ability to Deliver Goods and Services Within Contract
Parameters – Unique Logistics International (ATL) LLC. requires transportation
vendors to provide us with copies of their insurance policy detailing
the limits of liability. Vendors are selected and approved by the executive
management after a review of the company’s profile has been completed.
4. Internal Controls for the Selection of Service Providers – Unique Logistics International (ATL) LLC. holds an annual Carrier Selection meeting
where all ULI-ATL offices worldwide are represented by the executive management
to review and sign contracts with carriers. Our carriers selected participate
in the Carrier Initiative Program (CIP).
5. Profiles of Tier 1 Suppliers Maintained and Available for Review – In
accordance with the U.S. Customs Service, the Federal Maritime Service
and the International Air Transport Association, Unique Logistics International (ATL) LLC.
conducts business and makes records available within the
guidelines of each agency.
As an Indirect Air Carrier (IAC) and an Ocean Transportation Intermediary
(OTI), Unique Logistics International (ATL) LLC. is reliant on contracted Airlines
and Steamship Lines to provide a level of service and security equal
to that provided by Unique Logistics International (ATL) LLC.
For conveyance security, Unique Logistics International (ATL) LLC. requires that
all facilities receiving goods for consolidation or direct shipment be
received in a secure area from point of origin to ultimate destination.
This includes aircraft carriers, vessel carriers and land carriers.
Unique Logistics International (ATL) LLC. maintains access controls though contracts
established with each transportation vendor.
Procedural Security is met by requiring our overseas offices to surrender
to us, prior to departure of the goods, a detail listing of the manifest.
This manifest is also provided to our transportation vendor prior to
departure and includes shipper and consignee name and address; piece
count; weight; and any marks and numbers on the actual cartons of the
cargo.
Manifest procedures include the requirement of our overseas offices
and agents to provide us with detail on every shipment destined to the
United States under our forwarding control. The manifest must be received
by our office prior to the departure of the cargo and must be complete
with all the requirements governed by the U.S. Customs Service.
Unique Logistics International (ATL) LLC. engages in numerous seminars presented
by, but not limited to, US Customs, the National Customs Brokers & Forwarders
Association of America and the International Freight Forwarders and Customs
House Brokers Association of Atlanta. The on going training and education
to ensure our employees are aware of and have knowledge of various security
programs and regulations with regard to international transportation
is highly promoted and encourage by Unique Logistics International (ATL) LLC. upper
management and executive staff.
As a Customs Broker, Unique Logistics International (ATL) LLC. employees at least
one license customs broker on our corporate staff. All employees are
required to notify the corporate license holder of any suspicious activities
or documents. It is the responsibility of executive management to notify
US Customs or other law enforcement agency immediately.
Under the provisions of Title 19 of the Code of Federal Regulations,
Unique Logistics International (ATL) LLC. adheres to the compliance requirements
set for the therein. These measures include maintaining confidentiality
of our customers and their documents. The information is stored in our
database and is checked against each set of documents received prior
to submission to U.S. Customs. Each employee is required to confirm the
shipper, consignee, notify parties, descriptions, weights, quantity,
and units of measure included in the shipment.
All shipments, prior to customs clearance, are checked for accuracy
and integrity to ensure legible information is submitted to U.S. Customs.
Our final check point for release of cargo is in conjunction with the
U.S. Customs ABI and AMS systems.
Shipments moving within our forwarding service are tracked from the
point of origin up to final delivery to the ultimate consignee through
our Tracking and Tracing Web Service at www.atelogistics.com. This service
is made available to all customers and employees.
