Please see the below release from our Unique Office in New York regarding the delays in the Port of NY/NJ as a result of new examination site procedures.  If you have cargo going into the port of New York/New Jersey, then the below will certainly have an impact.

 

DELAYS DUE TO NEW PROCEDURES FOR EXAMINATION SITES/ TRANSFERS AT PORT OF NY/ NJ

 

The new examination procedures introduced by Customs (specified exam sites and transfer procedures)

were designed to streamline the examination process but it has, at least in transition, made things seemingly

more complicated.

 

The main causes for the delays in the new process are communication

and capacity of Exam site. The communication between US Customs, Shipping Lines and Exam sites is run by

ABI. There have been many ABI transmission issues with the actual holds, the transfer authorization to

move containers and releases of exams.

           

The movement of the container is chaotic, because there are determining factors on who moves

the container to which site, the Terminal of Discharge, Shipping Line, and what kind of exam has been

ordered. There are two hurdles that are faced that will determine how long a delay might occur: (1) The time of

transmission of the 1X (Transfer for Exam) through ABI and (2) when the container is actually moved to the

exam site. These two issues are the main causes for the delays.

 

A VACIS Exam used to take around 3 days to completed and container released. Now it can be minimum 3 days before the freight is even moved to

the exam site, 1-3 days for the exam to begin and 2-3 days for it to be completed. Best case scenario

overall you are looking at minimum of 5-7 days for a VACIS exam to be completed. If the freight is moved to

intensive add at least another 5-9 business days. All exam completion times are dependent on how

many other containers are being examined ahead of the subject container.
