By posing
more questions concerning the Clean Trucks Program, the FMC effectively
delayed the collection of the CTF fee of $35.00 per 20’ container and 70.00
per 40’ container until the 13th of February. The
collection of the fee is expected to raise around $1 million USD a day or
about $1.6 billion over the next few years. The Ports of Los Angeles
and Long Beach say they desperately need the fee which will be used to
finance the replacement of 19,000 polluting trucks. The FMC also
filed an injunction against certain components of the Clean Trucks Program,
citing its anti-competitive nature. The injunction, which was filed in
mid-December, should be ruled upon in early 2009. Further compounding
the issue, the California Air Resources Board has suspended proposition 1B
funding to the ports truck program for the near future. Proposition
1B would have provided grants, loans, and incentives to trucking-firms
participating in the five-year program.
