Dear Unique Customers,

 

As we near the "go live" date for implementation of the 10+2 regulation on January 26th 2009, it is important to be sure you are prepared to comply with this new requirement.  Our Unique Logistics International Team has attended several seminars/webinars on this subject in preparation.  In addition, we have made the necessary investment in software/hardware to be able to file the ISF on behalf of our customers.  We have received several inquiries from our customers regarding the 10 + 2 ISF filing.  To keep it simple, kindly note the following:

 

A)    The first 4 -12 months will be the interim trial period.  During this time, USCBP wants to see that the ISF Importer (your company) is making progress in ISF filing. Thus, we would suggest to our customers to start making ISF filing’s on your shipments after January 26th, 2009.

B)     During the interim trial period, USCBP has advised that they do not intend to issue any DNL (Do Not Load) status messages.  Thus, your cargo will not be delayed during this period.  However, progress for filing must be made.

C)     During the interim trial period, USCBP has advised that they do not intend to assess any penalties/fines ($5000 per occurrence).  However, USCBP does want to see progress with ISF filings being made in the first 4 months.

D)    There will be a charge for ISF Filing.  USCBP has suggested a fee which will be compensatory with market levels.

E)     It is required for the ISF Importer (your company) to have a continuous bond on file with USCBP for all ISF filings.  A single entry type bond is NOT accepted for ISF filings.  Thus, if you do not have a continuous bond, then please contact our office so that we can start the process of obtaining a continuous bond.

 

Unique Logistics International will be able  to submit the actual filing on your company’s behalf.  However, it is imperative that you provide us with the below data elements in a timely manner.

1)       Importer of record number

2)       Seller name & address

3)       Buyer name & address

4)       Consignee tax ID#

5)       Manufacturer/supplier name & address

6)       Ship to name & address

7)       Country of origin

8)       Container stuffing location name & address

9)       Consolidator name & address

10)   Tariff number (HTS#)

 

The attached spreadsheet is a parts table template which if completed can be downloaded into our system to be used for future ISF filings.  This is an extremely effective way of ensuring Unique Logistics International is provided with the necessary information as timely and accurately as possible.  If you are interested in using this means of providing data, please complete the attached and send to the attention of Eric Moeller (emoeller@uli-atl.com ) in my office.

 

Unique Logistics International is working diligently to ensure all of our customers are both educated and prepared by the effective date of January 26, 2009.  It is important to note there are operational procedures that must be discussed with each customer before any filings can be processed.  In an effort to be fully prepared, Unique Logistics International feels that it is imperative for our customers to complete the attached “10 + 2 ISF Waiver / Acceptance Form”.  We must have this form completed and returned via fax and/or e-mail to start the ISF Filing process.  It would be most helpful if you could let us know by Tuesday, January 20th in order to allow sufficient setup time.
