The below message is sent to us from one of our ocean carrier vendors. Often
times a picture is "worth a 1000 words."

Essentially, there is much port congestion in both Ningbo and Shanghai due the
tax rebate reduction announced by Chinese Government with effect on July 1,
2007. Rollover of cargo bookings is very possible given the current
congestion.

Dear Chris,

Below latest SHG/NBO situation for your reference. Please keep it in mind
that roll over is possible.

As you know, the new policy(Tax refund deduction policy) just announced two
weeks ago, so majority of shippers want to ship their cargo out before Jul/01
so they can still enjoy the higher tax refund. We checked some carriers,
NVOCC here, all carriers are facing the same over booking, empty shortage,
possible huge roll over for all trades.

There's huge traffic jam outside and inside SHG terminal, many cntrs will
become late-come and will very possibly be rolled over.
