Vietnam:
Quota/Visa/ELVIS Eliminated for Exports on or After January 11, 2007

The Committee for the Implementation of Textile Agreements (CITA) has
issued a
notice which, effective January 11, 2007, eliminates the textile and
apparel quotas
imposed on Vietnam, as well as the visa and ELVIS requirements imposed
on Vietnam,
for exports on or after January 11, 2007.

CITA is also adjusting the 2007 quota period for Vietnam to the 10-day
period of
January 1, 2007 - January 10, 2007 (from January 1, 2007 - December 31,
2007).

CITA states that the quota levels (quantities) are not being prorated to
match this 10-
day period, and are unchanged from their annual levels (as adjusted).

Quota/Visa/ELVIS Eliminated For Exports on or after January 11, 2007 Due
to Vietnam's Accession to the WTO

CITA states that Vietnam will enter the World Trade Organization on
January 11, 2007.
As a result, CITA has directed U.S. Customs and Border Protection (CBP)
to change Vietnam's 2007 quota period to January 1 through 10, 2007, and eliminate
quota, visa, and ELIVS requirements for goods exported from Vietnam on or after
January 11, 2007. The quota levels (quantities) remain the same in the adjusted period.

Goods Exported Prior to January 11, 2007 Still Subject to
Quota/Visa/ELVIS

CITA also states that goods exported from Vietnam prior to January 11,
2007 will continue to be charged to the applicable quota (either 2006 or January 1
through January 10, 2007) and paper visa and ELVIS requirements will remain in
effect for goods exported from Vietnam prior to January 11, 2007.
